ISQua and Performance Measures / Indicators

Initiatives in many countries with the introduction of clinical and other performance measures and indicators are consistent with worldwide trends towards the measurement of processes and outcomes which can lead to performance improvement.

ISQua's annual international summit program on emerging issues in clinical indicators and other performance measures has been designed as a multinational 'think tank' for national health policy leaders, senior service providers, clinicians, researchers, and funding organizations. This cross-section provides a unique opportunity for liaison and the development of ideas.


In 2006 ISQua's LONDON Measures/Indicators Summit also the Measures/Indicators Track in the ISQua Main Conference Program, generated enthusiastic feedback. Reading about Indicators

Go to ISQua's Journal website and link to Oxford University Press for access to the papers from the Buenos Aires 2001 Summit Supplement to INTJQHC published in December 2003. The 2002 Paris papers are being published as a supplement to INTJQHC in April 2004.



Background: ISQua and Indicators

The first meeting in Budapest in 1998 hosted by ISQua on establishing an international framework of performance indicators in healthcare, received very positive feedback.
It was agreed to continue dialogue about an international approach to indicators as a special interest of ISQua, to prepare a draft framework of principles based on papers prepared for the meeting and to meet again in Melbourne in 1999. Papers and a report from these meetings are available from ISQua.

Principles agreed
A draft set of principles for indicators was generally agreed in Melbourne with the proviso that recognition be made of slightly different principles applying to accountability and to performance improvement.

2000 Meeting
About 40 people were at the first meeting in 1998. In Dublin over 140 people were enthusiastic participants in the third meeting.

An international steering group of ISQua members who are leaders in the Indicators area has been appointed to develop a program of work.


BUENOS AIRES 2001

In Buenos Aires in October 2001, with the assistance of Johns Hopkins University and a grant from the US Agency for Healthcare Research and Quality (AHRQ), ISQua hosted a major two-day International Summit on Indicators on 1 & 2 October. The papers from this exceptional meeting are to be published shortlyas a supplementar issue for ISQua's International Journal for Quality in Healthcare.

Reading about Indicators

ISQua has received several requests for reference material on Indicators.

One of the main US sources is the Agency for Healthcare Research and Quality which is part of the National Institute for Health. Go to AHRQ to read about indicator research initiatives being sponsored by AHRQ.
